Who's stealing your biscuit?

There's a banker, a private sector worker and a public sector worker sitting at a table. In the middle of the table is a plate with a dozen biscuits on it.

Dave Cameron walks in, sits down at the table, leans over, takes eleven biscuits and gives them to the banker, then turns to the private sector worker and shouts, "Look out! That union militant's after your biscuit!"
