The ultimate aim is to privatise all the public services. The more effective way of doing it is by the back door. The NHS has started the "personalisation" process in mental health. Your can receive money instead of services and you can go and spend the money on services outside the NHS. This has been sold under the names of choice and control. The process has already started with social care, under Self Directed Payment. We have been told that  "free market" is the answer to mental health problems.
